Case-Mix Applied in 15 Vertical Hospitals

In National Health Workshop at Solo, Central Java (26/6/2007), Minister of Health Dr. dr. Siti Fadilah Supari, Sp. JP (K) decided Indonesia Diagnosis Related Group (INA-DRG) or Case-Mix for 15 vertical hospitals. During 2006, this system has been trialed in those hospitals based on Health Ministerial Decree No. 1633/Menkes/SK/XII/2005 on 23 December 2005 about trial of DRG Case-Mix System.

The 15 hospitals are Adam Malik Hospital (Medan), M. Djamil Hospital (Padang), M. Hoesin Hospital (Palembang), Cipto Mangunkusumo Hospital, Fatmawati Hospital, Persahabatan Hospital, Harapan Kita Mother and Child Hospital, Harapan Kita National Cardiac Center, Dharmais Cancer Hospital (Jakarta), Hasan Sadikin Hospital (Bandung), Sardjito Hospital (Yogyakarta), Kariadi Hospital (Semarang), Sanglah Hospital (Denpasar), Wahidin Sudiro Husodo Hospital (Makassar) and R. Kandow Hospital (Manado).

The Case-Mix is implemented to support a system that can accommodate challenges on health service not to mention to support efficiency, quality and effectiveness of health service in hospitals. The system covers 23 Major Diagnostic Categories (MDC) and 1,077 DRG (Diagnostic Related Group) for outpatient and inpatient cares, said dr. Siti Fadilah Supari.

INA-DRG or Case-Mix is a health service payment system which classifies every similar health service into a group. Each patient treated in hospital is classified into the same group, with similar clinical symptoms and cost.

On that opportunity, Mrs. Supari also decided 15 vertical hospitals into PPK BLU ( Pusat Pelayanan Kesehatan Badan Layanan Umum or public service-health service center). BLU status makes hospitals possible to manage their own income that it could be more efficient and patient service becomes better. As current regulation, all hospital profit must be given to govt. treasury first that hospital management gets financial problems which cause disturbed patient service.

The decision of 15 vertical UPT (technical implementation unit) as PPK BLU is according to Health Ministerial Decree No. 756/Menkes/SK/VI/2007 on 26 June 2007. Those are R. Kandow Hospital (Manado), Adam Malik Hospital (Medan), Soeradji Tirtonegoro Hospital (Klaten), R. Soeharso Orthopedic Hospital (Surakarta), Soeharto Heerdjan Hospital (Jakarta), Marzoeki Mahdi Hospital (Bogor), Radjiman Wediodiningrat Hospital (Lawang, Malang), Soerojo Hospital (Magelang, Central Java), Gunawan Partowidigdo Hospital (Cisarua, Bogor), Rotinsulu Hospital (Bandung), Ario Wirawan Hospital (Salatiga, Central Java), Cicendo Eye Hospital (Bandung), Stroke Center (Bukittinggi, West Sumatera), drug addiction hospital (Jakarta), Sulianti Saroso Infection Hospital (Jakarta).
